Intuit stops selling QB 2013 in the Fall of 2013, because that is when QB 2014 comes out.
Intuit stops supporting QB 2013, and all of the desktop QB programs, after a 3 year lifecycle. So, QB 2013 reached end of life in May 2016. It has no updates from that point, on.

It was ever meant to run on W10, and even QB 2015 is now Dead, and QB 2016 is now Dying. On the other hand, W10 gets updates twice a month.
You would buy QB 2019 now (it is out now with 3.5 years of useful life remaining), and your file might make the update from QB 2013-2019 in one jump, but it would be better to take it in interim updates and rebuild it in between: 2013-2016-2019.
